Rutter holds a Bachelor of Arts degree from Harvard College (1986) and graduated first in his class with a law degree from T.C. Williams School of Law, University of Richmond (1994). There, he was the Allen Chair editor of the University of Richmond Law Review.

The focus of Rutter's practice is personal injury trial litigation, where he has secured multiple million-dollar verdicts. Rutter also focuses on representing injured railroad workers.

Specializing in personal injury, products liability and medical malpractice, he has been an active litigator for 23 years, trying cases in state and federal courts throughout Virginia. He is certified by the National Board of Trial Advocacy in civil trial practice.

Early in his career, Mills defended such clients as General Motors and Ford Motor Company and served as general counsel for Imperial Casualty and Indemnity Co., a provider of law enforcement liability insurance to cities, towns and counties throughout the United States. He has written for legal publications and lectured on trial practice.
