Jim Magner was a state and federal lobbyist for the trucking industry for six years before entering the legal practice with the United States Coast Guard. While there, he worked as a civilian attorney in the Office of Military Justice, and later, as the Clerk of the Court for the Coast Guard Court of Criminal Appeals.

In 2001, Mr. Magner left the Coast Guard for private practice in Northern Virginia, where he engaged in Intellectual Property, Contract, and Corporate Law as well as Construction Litigation and General Civil Litigation and Estate Planning. In 2003, Mr. Magner moved to Virginia Beach where he opened his own practice, concentrating on Real Estate Law, Construction and Contract Law, and General Civil Litigation. Near the end of 2004, Mr. Magner joined the firm of Carr & Porter LLC where he added Eminent Domain and Workers' Compensation Defense to his growing list of practice areas. When Carr & Porter LLC closed its doors in August 2006, Mr. Magner joined the team at Rutter Mills LLC where he engages in a wide variety of civil legal practice. His practice areas include Workers' Compensation, Civil Litigation, Construction, Contract, and Corporate and Estate Planning Law.

In his free time, Mr. Magner serves as an Adjunct Professor of Political Science at Old Dominion University, where he teaches classes on Judicial Process and Sports Law. Mr. Magner is a member of the Virginia State Bar, the Bar for the United States District Court for the Eastern District of Virginia, and the Norfolk & Portsmouth Bar Association.
