George Barker has been advancing in the State Senate that would make texting while driving a primary offense, meaning authorities could stop and cite drivers for that reason alone. 

This "extremely dangerous" activity of texting while driving has been shown in studies to create a crash risk 23 times the normal driving rate.  While in a perfect world we would not need a law to stop this dangerous act and keep our roadways safe, anything to help prevent texting while driving is a good thing.
