In one tragic case from July 2024, a 67-year-old man walking along Virginia Beach Boulevard near a 7-Eleven was struck and critically injured. The driver, who was later arrested for DUI and maiming while under the influence, turned an ordinary evening into a life-altering event. 

 

Poor Lighting and Infrastructure Gaps

Low visibility remains a serious concern along the oceanfront. In 2022, 53-year-old Adriane Rome was struck while crossing Pacific Avenue at 15th Street (a busy area with no traffic light). A nearby bus had partially blocked the driver’s view, and Adriane suffered critical injuries. Her family later called for stronger safety measures in the area, where thousands of pedestrians walk at night with limited protection.

Virginia Beach Police Chief Paul Neudigate has acknowledged the dual responsibilities of drivers and pedestrians in the following quote: 

“Many times, the bicyclists and the pedestrians are in the roadway, they’re in dark clothing. And unfortunately, we’re having tragic outcomes.”

  • Expect jaywalking. Pedestrians may dart across mid-block when leaving clubs or restaurants. Anticipating this could save a life. 
  • Stay alert after dark. Visibility is already reduced; combine that with crowds and alcohol, and drivers must be extra vigilant. 
  • Never drink and drive. Oceanfront DUI crashes have caused catastrophic injuries and deaths—one reason VBPD continues targeted enforcement campaigns.

  • Use crosswalks and signals, even if it takes a little longer. 
  • Wear brightly-colored clothing or use a flashlight, especially if walking after 10 p.m. when nightlife peaks.

The City of Virginia Beach has recognized the heightened risk of the oceanfront entertainment district. In 2024, officials introduced new safety countermeasures along Pacific Avenue, once considered a high-crash corridor, adding improved crosswalks, signage, and lighting. Police have also stepped up late-night enforcement in identified hotspots.
