Carter Rutter is a third generation personal injury attorney at Rutter Mills who brings a thoughtful, client-focused approach to personal injury advocacy, rooted in a strong connection to the Hampton Roads community. He is an integral part of the firm’s continued growth and leadership. In addition to representing injured clients, Carter plays an influential role in the firm’s operations and marketing efforts, helping guide Rutter Mills’ expansion while ensuring the firm’s longstanding reputation for trust, service, and results remains at the forefront.

Growing up around the practice, Carter witnessed firsthand the gratitude clients feel when they receive strong representation and compassionate guidance. That experience inspired him to pursue a legal career dedicated to ensuring that injured community members have a voice and the support they deserve. He approaches each case with care and diligence, combining careful legal analysis with a genuine commitment to helping injured individuals and families navigate challenging and uncertain times with clarity, compassion, and confidence.

Mr. Rutter earned his Juris Doctor from the University of Richmond School of Law, graduating cum laude. Before law school, he completed his undergraduate studies at the University of Virginia, earning a B.A. in Economics with a minor in Environmental Science, followed by an M.S. in Commerce from UVA’s McIntire School of Commerce with a concentration in Marketing and Management.

A lifelong Hampton Roads resident, Carter briefly worked in Washington, D.C., but always knew he would return home to serve the community that shaped him.

Not only does Carter want to serve Hampton Roads community members during difficult times, but he also wants to bring Hampton Roads opportunities for cultural growth, economic development, and community strength. In his first year at the firm, Carter helped facilitate a new partnership that will provide Hampton Roads residents with a place to enjoy and express themselves. The Dome by Rutter Mills, a world-class entertainment venue, is a focus of Carter’s.  Through this partnership he will facilitate community connections and initiatives that will benefit area residents by giving back to the people he and his family has served for almost seven decades.

Outside the courtroom, Carter is an avid fisherman and outdoorsman with a strong commitment to environmental preservation. During his time in school, he worked with the Chesapeake Bay Foundation on oyster restoration efforts and educational programs for local students. He continues to devote much of his free time to wildlife enhancement projects across Hampton Roads and Virginia’s Eastern Shore.

In joining the firm his grandfather and father helped build, Carter is committed to expanding upon Rutter Mills’ longstanding reputation for outstanding results and putting client experience first—always doing the right things for the right reasons.
